In you last picture, is that a home made/improved version of a chain hook safety clip, or is that something you bought somewehere?

?..and what is the deal with that big ring, just to grab it outen the holder, or some other special purpose?

The chain is about 4' long, hook on one end, big ring on the other. You put it around a tree or post, then put the hook through the big ring and pull it tight. That is called a choker chain around here.

You push on the spring loaded pin to slide the locking bar open or closed.

A neighbor gave it to me about 25 years ago.

There are choker hooks available that would work as well as a ring and better than a slip hook.
