I figured you had already talked to the neighbors. Yep, it would be best if you could get together as a group and figure out the best way to fix it and pay for it. All would benefit, and they may not have any idea of costs, so if you could do some preliminary work on that, it might help. Some may be stretched right now financially, but maybe something could be worked out.
