It's called projection. People tend to replace the word "I" with "you" when making predictions.
A person who makes the claim " most people are dishonest " is advertising their tendency to be dishonest onto other people. After all, if the statement regarding dishonesty were made based on data, the statement would be "all people are dishonest". Their "gut guess" is based off their own personality, the source they have the most statistics on.
"Neighbors will become your enemy" is classic projection. People tend to base predictions of human behavior on what they themselves would do. Especially those without the necessary education in "psycho babble ".
What you call psycho babble is a well documented field of science with tens of thousands of studies and mountains of evidence behind it.
You make the classic mistake of arguing a point is wrong simply because you don't understand it. A far more effective approach is to listen to the person, research the reasoning behind it, and become a more informed person from it. Your guess as to what neighbors may do might just change when you realize you are projecting your mistrust of people on them and begin working cooperatively to ensure it doesn't end up that way.
After all, being an enemy is a cooperative effort of its own.
