I'm a fan of burn it to dust and disc the piss out of it.
I hired a guy to do some leveling of 9 acres and granted we didn't have cactus, but after he drove a big dozer around it scraping turning and tearing everything up he ran over it twice with a set of "12 ton sunflower disc" there was no vegetation left alive. He didn't burn it, he dried it all to ****.
If you can burn it than disc it with about 2 weeks of dry wheather then disc it a few more times I don't know any root system critter that can survive that. Dryness is a hardcore killer.
