Hydraulic issues

Hydraulic filter cap blew off the bottom twice on me. Not sure what the issue is. Replace filter housing and now the steering only goes a 1/4 turn and then stays out hyd oil from the top of filter through thenoring. Any help would be greatly appreciated. Thanks
