Quite true. But a fact of life if you need a number of valves.
Another approach is to locate the valves elsewhere and situate
cable linked levers for operator access. This setup is common
with full cab tractors.

The actual flare fittings are rather inexpensive, typically totaling under $2 for
both flare nut and collar. A JIC37 flaring tool will cost you $50-200.
and is identical in principle to the $10 tools which produce a SAE45 flare.

Tube benders are also expensive from established manufacturers but can
be found in knock-off form by HF and others for $4-6 per discrete
tube size.

Note flare-less JIC37 fittings do exist which require neither an end flare
nor cutting the tube to precise length. These are however about 5X the
cost of vanilla JIC connectors.
