To answer your question, the powershift transmissions are gear transmissions with hydraulic (or hydraulically actuated) clutches. I have never had one apart, but from the parts diagram, it would appear that there are two clutches - one for forward, and another for reverse. The transmission is absolutely crammed with gears and shafts.
Those internal clutches will slip. I once tested this on one of my YM1110D's. In gear, pto in gear, mashed the brakes. The engine loaded down, but didn't stall, tractor came to a stop, pto still turning. Diagnosis - internal (hydraulic) clutch slipping.
