POR 15 requires a top coat of paint if exposed to sunlight.
It can do all of those things you mention it cannot do if not top coated
When it originally came out, it was sold as a single coat solution. Then the stuff started to chip, peel and disintegrate.
It then became a "two coat" solution as a result.
Its great stuff otherwise.
Now they are selling a "3 part" system, which includes a degreaser/cleaner for the first step.

I can tell you how our stuff at our tractor place gets rusted.
It is sent in non weather proof cardboard boxes.
Dampness, humidity and actual water getting thru, rust is created.
Yours may have been in a cardboard box with other stuff and that box was exposed to moisture of some sort.
I will tell you that any third function (or anything else for that matter) that looked like this at our place, would have been addressed cosmetically before it was ever installed.
It would have been so much easier to have spent 10-15 minutes cleaning this up than simply slapping it on and the customer left with raised eyebrows.

That old rim I put it on was never top coated with anything. No chips or peeling, but it does fade from black to a grey color.

As an owner of a 54 HP cabbed Massey, go with the front mount blower. You will NEVER regret it.
Mine has a hydrostatic, which is a power parasite at higher ground speeds, but it sure works good for snow-blowing. Almost as valuable as the cab, with heater!
Mine was a bit over $41k, including blower, belly PTO, loader with SSQD, bucket and forks, back in 2016.

While that may be true, I bought the single coat POR15 in white, and painted all of the thru-hull fittings on my 28' Grady White (12 or 13 fittings through the hull sides). The boat was in an open slip from April to December, constantly exposed to direct sun and salt water for 15 years.

The POR15 coating looked brand new, when I sold the boat last year.

Is that 3rd remote lever actually wrong? Looks like the metal arm is correct, just a different rubber handle slid over it?

That sucks about the remote valve rust. I agree it looks horrible and it's gonna get rusty splash water all over everything else around it until you correct it. Do you plan to disassemble it? Would be pretty trick otherwise, but you could probably make it look good enough from 5 feet away by leaving it assembled and masking all tubing, spraying it up after sanding/brushing/grit blasting.

I believe it was a color thing with the black Por 15. That color absorbed uv rays rather well and it disintegrated the product. I painted one of my vehicle chassis w black POR 15 and it lasted a year. I did not think to top coat it

I had promised some of yall pictures when it came in. Well its here, and I got it stuck within 15 minutes. Might be a record.

Like others have said, its broke in now.. the next few scratches and scrapes wont be so bad :cool:
