We repaired some fencing and placed posted signs all over the 40ac we just purchased. Had our uncle go down to check it out a month after we left and he said all the fencing was cut again, and every single sign was ripped off. Nothing stolen, probably because we haven't started storing any of our equipment down there yet. Not a good way to start off.

What is "handling the child roughly"? Did they have any bruises? Did they come away with all of their fingers and toes? Black Eyes? If the four children had been smart enough to each run in a different direction, it would have been difficult for one man to catch them all. He shouldn't be expected to have any better "holding facility" in his house.
Put them in a room, and one would have the bright idea of crawling out of a 2nd story window... then who would be charged with child endangerment?
I think I'd counter that with child neglect. 8 to 10 year olds can be pretty independent, but the parents should know what their children are doing and where they are 100% of the time.
