I used to report to a manager like that.

20 years ago when the state lottery began, many people in my office already participated in a paycheck pool where statistically each person should break even over several years. With the new lottery, they changed to buying lottery tickets with the office pot. Mathematically this changed the long term average win from 100% of the pot to only 40% payout.

Plus the pool winner was pressured to reinvest proceeds from winning tickets into more lottery tickets. Now we have a trend line from average 100% payback toward 0% payback if proceeds are continually 'reinvested'. Nobody wanted to think about this since it was more exciting than the old way. I had resisted pressure from that manager to join the pool when I started there, and didn't join under the new rules either.

So far as I know the same people are still working there and participating in that paycheck pool. As for me, I never participated, invested elsewhere, and retired at 54.

Every employee in that 60-person shop had at least a college minor in accounting and 100% had completed upper division Statistics and Probability. Maybe 1/4 had MBA's. I can't comprehend how they could ignore the inevitable results.

The office? It was the internal audit shop in a large branch of government. One major responsibility was to make detailed evaluations of efficiency and effectiveness in how $billions were spent!

We, the citizens of South Carolina, now have joined the illustrious ranks of other progressive states and have our own State lottery. As a state that is at or near the bottom of every list of undesirable parameter one can think of in terms of poverty, education and health, our unofficial state motto is "Thank God for Mississippi!" Our lottery has the painfully ironic official title of "South Carolina Education Lottery". We have been assured that it will pull us up well into the 20th century in terms of education.

In truth, state lotteries are not significantly different from the claims these spammers make. The difference is that someone will, in fact get a payout. But, the odds of such a payout "approach zero" in statistics lingo.

No matter how you feel about the gambling, religion, ethics, politics or morals of a state lotto system, there is no denying that the poor and undereducated make up the primary source of income for the lottery. And it is so compelling that few can or will resist.

In this regard, there is no other way to characterise such a state institution but as a "stupid tax."

I like that. I've seen the lottery described as "a tax on people who are not very good at math", but Stupid Tax gets right to the point.
