I myself would rather weld a bracket on to the rops and attach the lights to the bracket. I know I could tack a few tiny welds around the bracket that would not affect the structural integrity of the rops. Now if you were drilling the holes in order to run the wires up to the lights that is a different matter.

Have you run out of creativity? You need to be creative to come up with a safe acceptable light installation. Ingenuity is what is needed to overcome the don't weld or drill and modify the ROPS dilemma. Art or Spencer2000 might be able to tell us for sure, but I seem to remember that if a tractor is traded in with a modified or damaged ROPS, the ROPS must be replace with a new one. This cost would be deducted from your trade in amount.

My name is TC35dforme....and I'm a ROPS driller.

Welcome ( soon ) to ROPS Drillers Annonymous.

When I drilled mine, I drilled 3/8" holes. then I took a 5/16" bolt and threaded on a nut. I inserted the exposed threads of the bolt into the hole until the nut was firmly seated against the surface of the ROPS tube. Completely welded the nut to the tube, and then backed out the bolt.

Viola...a mounting point, with added structural integrity by means of the welded nut.

Remember...admitting your a ROPS driller is the first step !!!!

I'm thinking about doing the nut-welded-to-the-ROPS method too. Threaded inserts are another possibility too...using an insert would keep me from having to drill all the way through the ROPS. Of course, I haven't totally given up on the non-invasive methods of attachment if I can find something neat and clean.
I'm too lazy to look it up...but I wonder what the cost is for a new ROPS for my BX2200? I figured whatever that cost is, I am willing to take accept that if/when I do sell/trade the tractor, I will have to either replace the ROPS myself or have it deducted from the value. Heck, that's well off into the future anyway.

I would not drill holes in the ROPS, but not for safety reasons as I have a tendency to run with sharp instruments anyway. I try not to make any permanent mods in any of my equipment unnecessarily. There are lots of other ways to mount lights that can be removed, such as muffler clamps, hose clamps, etc.

Fivestring has a point!!
My big concern would be another place for rust to start and allow water inside the ROPS. When I was a teenager I drilled some holes in my rollbar for my 4x4 and several years later when I changed the rollbar for a better looking one I could not believe the amount of rust on the inside of the bar and around the holes I had drilled.
