It's been a while, but I did take a hazardous materials transportation course for work. At the time they taught us that the DOT hazardous materials regulations only apply to "material in commerce". As soon as you, the end user, buy the fuel the rules no longer apply.
If anyone can cite a regulation stating otherwise, I'd love to see it.
Couldn't figure out why till I stopped by a dairy plant the other day.
They get concentrated fruit juices in 30 gallon plastic drums but they can't give me one because the EPA requires the drums be recycled back to the supplier of the fruit juices.
The EPA is getting out of hand & is a real pain.
