jd 316 onan not charging

My JD 316 started showing the battery light. I replaced the battery, stator, and voltage regulator and still am getting the battery light. Any suggestions?

Do you have a good multimeter to test with?

Yes. I tested the output of the stator...37 volts AC
I tested the output of the voltage regulator by leaving the stator connected and removing the center plug on the VR. It showed a -2.5 DC I then put
the old VR back in the tractor and tested it. I showed a + 2.0 I tested the plug that connects to the VR and the voltage was +12.5 Also, when I
reconnect the center plug to the VR and test it, it shows +12.5 I'm thinking I my have gotten a bad VR
