Kohler Courage 19 Starting Issues

I need to try this on a briggs. Same issue, gotta spray a little carb cleaner first time to start it.
Now to figure out how to take it apart to find the choke.

I had a Toro that would do the same thing, but in this case the choke was completely shut, so I took the choke butterfly out and epoxied one of the holes shut so it would create a richer starting mixture.

You should be OK if you used the thin BS bowl gasket rather than the thicker auto choke one. So what is the float level like? At some point maybe the seat was replaced and not pressed in far enough. Have done a compression check to at least get a feel of things?

This carb has a plastic float, fuel level not adjustable as far as I know. I did not check fuel level.

I know the PO. He didn't change anything other than blades, belts, and one deck spindle. The needle and seat are stock.

No compression test done.
