I got the cylinder back from the shop today and put everything back together. It took a little longer than expected to get the steering cylinder back due to a heavy workload at the shop and a technician out sick. The reassembly was way easier than taking things apart to remove the cylinder, primarily because I was familiar with the process when it went back in place. The steering is better than it was when I bought the tractor new. The right and left positive stops are positive now and steering is smooth and easy.

I much all the helpful suggestions and comments you guys provided. I would probably still be looking for the problem without your assistance.
