I've noticed a few times later in the afternoon that water pressure is down. First thought was, must be people watering their lawns......

Then I realized that I can't recall ever seeing anyone around me doing that. I know I don't. I did the first year or so I was on the county water to help get some lawn area established, but not at all since. I always did at other homes in city/urban areas. At this place there's just too much grassy area and water costs too much. Probably cheap compared to other places, but higher than I was used to growing up. Current rate is about $20/mo including the first 1,000 gallons. Each additional 1,000 gallons is roughly $10 prorated to actual usage. It doesn't take very long to spray 1,000 gallons over several hundred square feet of lawn, so most people just let it go brown/dormant.

Then there's that whole the mow it grows, the more you mow bit which also costs money.

I have two small areas that were bare dirt that I just seeded and covered, so I have to wet those down in the morning, but that only takes a few minutes of hand held nozzle use.

Water pressure drops can be caused by the water department or fire department flushing hydrants. If it's in the evening or early morning, most likely it's just all the people on the network going about there lives. Water usage is usually high between 6 and 9 am with folks getting up and ready for there day. Then between 4 and 9 PM getting home, cooking washing dishes, laundry and baths for the kiddos :D

I watered quite often when we first moved into our house to get the lawn and bare spots established back. Since then though, I tend to adjust the height of the lawn for the season.

It gets cut short in the spring and fall, then i let the height creep up to 4 inches for the end of july and august. I've found by doing that, I eliminate the need to water, and the grass tends to stay greener longer during the extreme heat and drought that comes at the peak of summer.

I just moved into a house I had built. The contract excluded the lawn/landscaping. I'm in a forest, so there is really just grass left for me. I'm going the cheap route by buying the least expensive seed from HD and no mulch. That requires a lot of water, but since I'm on a well there's no water bill. And I'm retired so my time is free, LOL.

We are in a drought here and our lawn is struggling too. We water as much as needed to try and keep it alive at least. We have our own bore so no actual water bill but of course we use electricity, however we would have nothing but dust if we didn't water some.
Our problem is the wallabies come in at night and eat what is remaining. On a brighter note, at least they fertilize the lawn while they are here.
We have solar so electricity costs are way down.
