I double checked the hydraulic fluid level and tried adjusting the knob that controls how fast the rockshaft drops. I also checked the "backhoe presence" switch and it has continuity when not depressed and there is no continuity when it is depressed.

Figured out the problem. The connector for the back up alarm was connected to the connector that should have been connected to the backhoe diverter solenoid.

I'm thinking it is just a coincidence that both connecters fit, they have only 2" of wire coming out from the main harness and that they are right next to each other but if the engineers did that on purpose they got me!!!
I'm just super happy I was able to split the tractor and get it back together. That was the biggest/most involved vehicle repair that I have done.
