That list has black locust listed as a potentially invasize. If you read carefully, black locust is not "banned" in CT.

If I read that document correctly, it states black locust is not banned. Under the Ban column black locust is listed as "N/A = invasive or potentially invasive plants not banned under PA 04-203..."
