What did you use to clean the pads?Also your pics, what exactly are you showing us? All I can say from looking at the surface is there is a lot of rust and wear and what appears to not be a very flat surface from the outer edge of the big hole for some distance across the worn area and then, near the top of pic # 2 the gap between the shiny surface and the rest of the darker portion of the disk. If what you're showing us, the shiny rough area, is where the clutch pads are supposed to contact to pull the cable it should be perfectly smooth, or have a machined crosshatch pattern to grab the clutch pads securely to effect proper friction and allow the cable to pull it's intended load. IMHO, without the necessary smooth AND FLAT surface you will not be able to achieve the winch's potential pulling power. This may be why it was for sale? If by cleaning/sanding the pad contact surface and thoroughly cleaning the pads you achieve significantly more pulling power then you are on the right track and should consider having the surface machined, at a minimum. Again, just my opinion, but that's what I would consider if it were my 'wench'.:D
I used Emmery cloth to remove the crap from the pads. The pics don't show the area where the pads ride. but as you say its not a flat surface there either. The seller told me that he didnt use the winch for 4 years since he bought his skidder. and it was sitter in an orchard for 4 years not covered. I will remove the plate and have machined

Try it first before removing it to machine the surface. See if you have better torque on the cable to pull heavier loads. Maybe see if after testing for better load capacity if the machine shop can put a crosshatch or swirl pattern on the surface for maximum grip. Use some Brakleen on the pads too and compressed air to evaporate the solvent and remove the ground in rust and other particulate matter.

I did try it some what. It was unable to pull the tractor in neutral . After a pad cleaning and plate sanding it was able to move the tractor a little with the winch on the ground.

Nice pics. The outer disk surface in the first pic is pretty pitted. Is that pic representative of condition AFTER cleaning/sanding? Same question re the pads in #3,4?
If so, you may have trouble getting to a smooth enough machined surface without taking it down a lot to get rid of the pitting.

Plate is at the machine shop He said 30-40 thous should come off. May not be smooth but will be better then it is now.

He took 40 thous off because the plate was tapered . Lower on the inside by 20 thous

So did you get the winch back together and try it out? That clutch face did look pretty weathered.

I did get it all back together but never really gave it a good pull. Weather started to rain and the fields and woods are water logged. Freeze up will come .

Glad to see that you got it back together. I got my wood cut and hauled to the landing, but my neighbor took it upon himself to clean the ditches of our access road and put the mud on top of the road, well the last 2 weeks the rain has made it impossible to go to the woods. Will have to wait for frost. Rome wasn't built in one day.
