Yes. That's what I mean by "fuel tap". I should refer to it as the petcock on the forward face of the fuel filter housing. (hmm....why not face it out where we can see it instead of forward?).
Thanks to Kubota, the fuel filter assembly has clearly marked "on" and "off" positions for the petcock handle cast right into the aluminum housing. It's my problem that I never can remember which end of the petcock handle is supposed to point at the "on or off" printed on the casting@!!. Is it the lever end or the pointed end of the handle? And if I could remember which way to turn, it still wants a flashlight or mirror to see the markings clearly....

...which reminds me that used to ride a BMW motorcycle on which the petcock did face out but nontheless worked backwards from any other petcock in the world.....whichever way backwards is.....anyway, I now blame my confusion on that experience.
