What is the thinking behind the owner's decision not to cut the stumps closer to the ground if they intend to leave the stumps?As of now, no. The owner is content to leave them.
I am hoping to get the grass seeding & strawing and the debris pile chipping.

There white pine. I would suspect the biggest 40in tree isnt any older than 65yrs old. At that age they where even more of a ticking time bomb than normal. Breaking in half and loosing branches is what these trees do.Took 100 years to grow and gone in minutes
The groundskeeper may not want to get into removing the stumps presently because of the size of the overall cleanup to do right now. But he may want them removed later after the hassle of mowing around them for awhile.
