I thought I knew what "jersey barriers" were, but I looked it up just to be sure.

"Utility Vault of Kent, sells a 10-foot, 3,900-pound barrier and a 12.5- foot, 4,900-pound segment, both in the $400 to $500 range. They are more expensive than metal guardrails, but tougher. Like New Jersey."
Maybe you can buy them used?
