I was checking some images online and found one with the sticker still intact and the little lever by the steering wheel may be used to turn the PTO on and off.
Here is the picture from a MT4501:
So it may have a dry clutch after all by going with the manual that Caustic provided, however I can't see how moving the steering wheel would after the drive with a dry clutch setup.
