I was checking some images online and found one with the sticker still intact and the little lever by the steering wheel may be used to turn the PTO on and off.

Here is the picture from a MT4501:

So it may have a dry clutch after all by going with the manual that Caustic provided, however I can't see how moving the steering wheel would after the drive with a dry clutch setup.

Something does not quite line up in that behavior, I agree.

Can you take an image of your shifter and pedal area both towards the seat and steering wheel? The other images do not quite show enough.

The only thing I can think of where turning would affect the clutch is if the tractor has power steering and the fluid is low (however that is usually only in one direction), or maybe if the rear difflock is getting activated with the tight clutch?

Actually, your last two images do not match it at all as far as I can tell, that is a much newer chassis style.
guy who sold it to me said it was a 1989 model. thank you.

That makes sense. This tractor's pto is engaged all the time IF the PTO gearbox is in a gear. I will check that out. Thank you! Still more mysteries to solve, but this solves one of my questions. I will check to see if there is an adjustment to make this level functional.

That lever usually mean it's a shuttle shift. The means you flip that lever to forward or backwards. This shuttle can either being mechanical with a dry clutch or hydraulic with two clutch packs, one for each direction. In this later case the clutch pedal just dumps the pressure of the clutch packs.

However, that lever doesn't look quite right to me. Almost if it is disconnected. It looks way to close to the dash both. Should be higher, almost as the same lever of the steering wheel. Have tried to peek under those covers to look for anything obviously wrong?
I will pull the covers off and check it out. That would answer a lot of questions. if this is out of adjustment or not working, could explain my troubles. Thank you.

Pstg 's image does somewhat match your tractor, there is a difference in the shifters on the tunnel though. But the console is definitely the same layout.

I do have power steering and I believe it is common to the transmission hydraulics. I have checked that level next to the PTO and Gear Shifters and the level is in the proper range. I will take a picture of them in the morning and post, thank you. but I can tell you I have a clutch on the left, dual brake pedals that are together on the right. in the middle I have PTO, 4 speeds, and the transmission, with 4 speeds. On the left side of my seat, I have High and Low range levers and forward and reverse.
