Fortunately I am still young enough that I can carry it from the front of the garage to the rear of the garage to hook up to the line. In due time I'm sure that will change though and I love the moving dolly idea that was posted earlier.

If you wanted to use the tractor, possibilities would be:
if your bucket was large enough to fit the entire tank horizontally, place it in the bucket
if you place the tank on your bottom of your bucket and strap it backward (toward your tractor)
if you put pallet folks narrow enough to put the tank on them, and then strap it holding it to the tractor (again toward your tractor)
if the tank has a handle on top, wrap a sling through that and then attach to your bucket/forks

Of course it all depends the distance you need to move it, the terrain, and your comfort level.

This is an old thread (11/4/2018), hopefully the OP got his tank moved.
From everything I have read you are supposed to transport tanks standing up, but people lay them down anyways.

Yet I once brought (2) 100 lb tanks to a camp at the bottom of a 700 foot driveway by laying them down in a snowmobile totesled and dragging it down the hill by hand.
I made 2 trips as I didn't want to try to control a sled which weighed more than I did.

I wish that was still the case.

Sorry I am late to the game here as well, and I didn't read the entire thread. Will they fill them laying down in the back of the truck? Doesn't sounds like a great idea. I have a 100 LBer I need to get filled as well. Regardless I can move it around if I have to, it's only 100 lbs. Transporting it standing up is my issue. I have a shell on the back of my truck.

No. It has to be vertical to fill without a weigh scale.

Tare weight of an empty 100 lb. tank is about 68 lb. (+/-)

I regularly invert my 20 pound RV bottles when I fill my small propane cylinders so I can fill them with liquid propane. I have enough small bottles that I never have to buy anymore and I store them (when empty) in the shop freezer as a cold bottle will accept a larger amount of liquid propane than one at room temperature. Between my cartridge case annealer, my hand torch and the buddy heaters for in the hunting blinds I require a lot of smaller bottles. Much cheaper to refill them from a 20 pound RV bottle than buy them, empty them and buy more.

Obviously you're aware of the temperatures and fill amount of the 20# so you're not worried about the pressure relief valve opening.

One hopes you're cognizant of the differences between your use case and the transport of a 100# cylinder.

Yes, using a FEL to move a 100lb propane cylinder is possible. The safest methods include using pallet forks with straps, securing it in the bucket with ratchet straps, or lifting a dolly with the FEL. Keeping the tank upright and moving slowly is key. Some prefer on-site refills for convenience, but if you transport it yourself, ensure it's stable and secure.

Acetylene bottles need to be stored upright. That idea has spilled into other material transport. There’s no reason to keep propane upright or other gas cylinders.

As near as I can tell there are no regulations about non-commercial transportation of propane cylinders. From a safety aspect though, you run the risk of the pressure relief valve facing downward and being under liquid, preventing it from venting if it was ever necessary. Just another example of how you should know what you are doing and using proper caution...
