I know what you mean about getting permits. I took my drawings to the building dept. to get my permit. Code official looks at the drawings and survey and asks if I have wetlands on my property. I told him there was a pond that had multiple property owner's borders running through it.
Code Official: "Oh, you have wetlands then. You need to have the property delineated. I am not allowed to issue permits on property that doesn't show the wetlands delineated".
Me: "Crap. I wanted to start clearing and break ground."
Code Official hands me back all my plans and surveys and as I am walking out the door, says: "See you next year!".
Damned if it didn't take a year and $10,000 (in 1990 dollars) in costs for more detailed surveys and a wetlands specialist to mark the property and for a state DEP inspector to come out to the property and state the obvious: "You're OK as long as you build your house up on the hill". Well, DUH!!
