Sure about that?We can't get around physics and the only thing present in dried concrete is still Portland, limestone and aggregate. Water was just the ingredient that prompted the chemical reaction and then it's evaporated off as it's no longer needed.

Concrete is cured, not dried.
I believe a good majority of the oxygen, and hydrogen of water mass is chemically bonded in the Portland cement

Curing is a temporary process where as dried is when the hydration process is complete.
