Don't know if it would hold up to your demands, but Sherwin Williams has an industrial coatings line that is decent. Easy to use and dries in minutes, Rustoleum use to sell "Hardhat" spray paint, that stuff was great, but they dumbed it down, probably due to enviro concerns.

X2 referb'ed some parking lot light poles about 5 years ago. wire wheeled off all rust to bare metal, rolled on Sherwin williams industrial metal primer, then rolled on epoxy metal paint and they still look good 5 years later.

SEM makes a really good self etching primer,but its expensive.

That stuff is pricey and very good. They are the only ones I know of offereing it in a spray can. Just about everyone carries it in quart, or gallon containers if you have a gun.

I have used POR-15 and Rust Bullet. Both are expensive, but if they work, they would be worth it. I found Rust Bullet to perform much, much better. Also you do not need to overcoat it (POR15 degrades in UV light).

Rust Bullet sticks like crazy, does not flake off or easily scrape off---it is what I will always use on my implements. They say it is a good primer and that is what I use

I like Devoe Tank and Structure Primer.
It's durable and is a water barrier.
It's universal, can be used with a lot of different paints.
