I use Sherwin Williams shopcoat primer. It is an acrylic lacquer red that dries fast and is tremendously durable. Not generally in stock in smaller stores, I paid around $55/gallon. I shot blast anything that will fit into the blaster and then paint with the shopcoat.

For used steel the "rust doctor" or "rust converter" products have worked great for me. the use the Sherwin Williams industrial enamel coatings.

ospho. It is a phosphorus product.
We use it on barges and the derrick. Let it dry, seals the metal then paint right over it with rollers or brushes. Holds up fairly well around saltwater.

Thanks for the replies.

I have respect for other Rustoleum, Sherwin, and Valspar products that I have used with success but not necessarily their new metal primers. I am not familiar with some of the other products; some look interesting but most look too expensive for a tractor implement.

Since my major shortcoming is initial adhesion to the metal it could be that my preparation is lacking. I don't have a sandblaster so I have been limited to wire brushing and sandpaper and always tried to have clean wax/oil free surfaces.

My rusty metal or slightly rusted painting projects have actually held up better than my new metal paint jobs so I am most interested in the etching suggestiions; specifically the phosphoric acids.

I did some searching for phosphoric acid primers and metal washes but come up with very little specific to procedure.
Where do you get it?
What do you ask for? (trade name or generic name)
What solution do you use?
How is it applied?
Is the surface then neutralized and/or rinsed before priming?

Thanks rdbrumfield. We were posting at the same time. Spec sht for ospho says it can be used on rusty, new or galvanized metal.

RedDirt, there are so many opinions and options to answer this question.
Here's mine. I would sandblast, then apply PPG DPLF90 epoxy primer.
I painted semi's for 27 years and this is excellent primer. I would stay away from rust-o-leum because many times it can not be top coated with anything good with out lifting. DPLF can be top coated with anything.
Ihave always wanted to try Por-15 but I think you might be limited in what it can be top coated with also.
As others have said, a zinc rich primer is also good.
Dupot made a metal prep called Kwik-Prep for new metal. Just wipe it on and let it evaporate, wipe and prime. You should NEVER metal prep sand blasted metal as you can never get it completely dry down in the pores.
Either sand and metal prep and prime, or sand blast and prime.

Please note my knowledge of painting is very limited. Mostly Advice of others has been followed. The procedures I followed may/may not be correct.

Last summer I repainted my badly rusted trailer. Used a needle scaler and chipping hammer as well as wire brush to get clean.

Then painted with a solution that contained phosphoric acid and wire brushed clean after dry. Painted with acid and then followed by spray painting two coats of rustoleum paint. Undersides were then sprayed with a mixture of roofing tar and paint thinner. [This part is very messy]

I could not find Phosphoric acid as such but used a Dairy Line cleaning product that did contain phosphoric acid. Twenty dollars for a four liter jug purchased at a Farm Supply Store.

I second the phosphoric material,

So no surface prep - removing mill scale etc?

Sandblasting is great too as long as it is not beach or play sand, it must be non-silicon sand.

Why not beach or play sand, is it just the health concerns about silica?

Here's a product I found researching automotive bare metal preparation. It looks very promising combining the qualities of phsopheric acid etching plus many others. Plus it is "green" safe to use. Fabricators may be interested as pretreated metal can be welded with increased strength and no splatter.
