Good to hear the neighbor is doing better.
I have heard that many of the so called "aggressive" breeds can be exceptionally sweet and loyal.
HOWEVER, I believe that every dog owner of perhaps the top 10 list of aggressive breeds (and crosses) should be required to attend, and pass a state accredited obedience course with the dogs. I don't care if the owners teach the obedience lessons, both the dog and owner still needs to be certified competent by an independent examiner.
And, perhaps even add refresher courses.
And, if they can't pass the obedience classes, either the dog should be adopted by someone who is "competent", or it should be put down.
Any dog should know and obey simple commands such as coming when it is called (apparently these dogs got loose and ran), and I've seen other put bulls (I think) that the owner would have to chase whenever it got loose. That is plain irresponsible.
What about logging direct contact with the dogs (walking, games, etc) for at least a minimum of 2 hours a day for puppies, and 1 hour a day for adults.
