Don't even go there. While I agree that the owner is responsible for his pet's actions; his first error was in creating a demand for the breed.Given the dog was in a German pinch collar, and we never allow the dogs to wear that unsupervised, where *was* the owner? Once again, we need to punish the deed, NOT the breed. I see a young, intact, male, with a pinch collar, in the pic. Owner must be less than responsible, or this could not have happened.
I am glad your neighbor is out of surgery, and hope the owner pays a hefty toll. I still will not fault the dog, though. It is the owner's responsibilty to keep the dog confined to the yard.
