I am unfamiliar with that collar what is it used for? One dog was a year old and the other two according to the owner. I am a dog lover and have a dog, Boston Terrier, so I am not inclined to blame a breed one way or another. Still trying to sort this thing out it was over and done, as far as the shooting went, in a matter of seconds and at a distance of less than ten feet. Adrenalin is one powerful thing still feeling the aftereffects.
The German pinch collar is a training/handling collar. It is not to be worn EXCEPT when working with the dog. Having it on a dog, with no proper human supervision, says that you have no idea what its purpose is, as well as you do not care about the dog. It is a great "tool", but can be unsafe for the dog to wear, continually. One can "assume" that this owner thought the collar looked "neat or mean", so he put it on the dog and left it there. This collar isn't even designed for the dog's tags to be on it.
I am sure the adrenaline is still flowing. Scary thing to be faced with, and I am glad you were there and armed, for your neighbor's sake.
