A bulged cylinder or rolled O-ring may cause similar reactions. If it had normal lift at the ground and lost function at 2’ I would be looking at the cylinder barrel.

Cylinders are not bulged??

I can usually save a good deal by taking the parts to my hydraulic house and have them matched. Even they have increased prices a lot in the last 5 years.
