Tractor had box blade left up for 2 weeks noticed it was up lowered it by handle while off and hydraulics won’t work now. It has no front end loader, and is a 3x9 manual transmission, fluid was fine changed any ways and so was filter still not responding at all. I can lift arms and they just fall have turned the speed valve and blew air through opening and lift arms raise, cycled diverter valve engine almost dies so I would believe pump is good what am I missing I also tried to loosen supply tube to rear hydraulic to let air out not sure how to bleed it or check hydraulic pressure need some help!

Just lift and lower the handle in a slow cycle while the engine is on. It self bleeds as long as theres enough fluid in it.

I'm surprised the arms stayed up for 2 weeks.

Welcome to TBN. I don't like to leave pressure on the hydraulic system when parked. I lower my arena drag with the engine off all the time, it weighs more than a box blade. Same with the FEL. Here is the troubleshooting page from my TC40DA repair manual. Just some things to check.
