Some engines have a decompression lever .I'm thinking that's what Agvg meant. It changes cam timing enough to help spin the engine easier on startup, On a motorcycle it prevents kickback.
A pull start may help if your in a situation to do safely do that. Pull start gives longer and higher engine rotation to get fuel flowing and build some heat and compression.
When you bled the fuel I think you need more than a tiny bit at the injector. Could need more bleeding. The injector should spray a good spurt/mist.

Also a good strong battery with plenty amps and good battery connections makes a big difference.

Thanks, @mllud As to your battery question, someone converted it from 6v to 12v years ago. The battery on it now is almost new and it cranks well.

I'm familiar with the concept of decompression on a motorcycle. I don't know of any decompression lever on these tractors. I would consider pull-starting it. Any recommendations on how far, how fast, what gear, and other factors to consider when pull starting?

To Pull start get it rolling about 10 to fifteen mph and ease out on the clutch in 2nd high or third without a high low trany. You may already know all this. You shouldn't need more than three or four hundred feet to know if its going to start. I'm familiar with the little spurt at the injector. That's not primed yet. You should get a hard squirt with some mist. Priming can be tough sometimes. Pulling it you get continuous engine rotation and it builds some heat in the cylinders. Have an experienced pull driver and get some hand signals worked out.

I've pull-started plenty of cars and trucks. Haven't done a diesel tractor before so I wanted to be sure I'm not damaging anything. Assuming my clutch is good, just how far would you go before you have to worry about anything? If the engine is turning, but not firing, it is still getting oil and everything should be fine. Is that correct?

Should not be any problem towing, make sure the engine have oil pressure while towing.

As Agvg says make sure Its pumping oil and the transmission is rotating in oil. I don't think distance is a problem but if it don't fire within a quarter mile there may be other issues. I'm betting on it starting. You did a lot of work to give it a good chance.
If it doesn't start pull the valve cover and make sure push rods aren't bent. Sitting for a period of time the rockers or valves can stick and bend them.

Would it be a good idea to take the valve cover off first and make sure everything is free and moving? What about just taking out the injectors and spraying WD40 in a day before to help loosen things?

I do not see any smoke. Does that mean it's not getting any fuel?
