That means its not enough fuel to vaporize on injection. The idea behind pulling it is to get it primed. Some diesels are stubborn to get primed. Pulling it gives continuous and higher rpms than cranking to force priming. Its your best shot, If you seen some fuel it should prime with pulling it.
My earlier comment about sticking valves and bent pushrods. It happens but if you put your hand over the tailpipe and the exhaust feels consistent puffing air it should be ok.
Get that strap hooked up Saturday morning at 5:30 am. Before the idiots start heading out to stock up on toilet paper
