The only thing I'd do is stop cutting the grass.
I would not offer to buy the parcel (again), nor would I tell them I was going to stop cutting the grass. Why? Doing either of these before stopping cutting the grass will look like you're reacting to them or being vindictive. By this advice, I am not suggesting you should care what they think of you. Rather, I am looking down the road if this situation degrades into a legal battle after you report them for violating the weed ordinance. I can hear them claiming to the authorities that you were the one who always cut the grass and you stopped doing it because they wouldn't sell you the parcel.
Just stop cutting the grass. If it gets too tall, then file a complaint to the local authorities about it. If they're as lazy as your posts indicate, they might come to the conclusion that it's easier to sell the parcel to you (and get more $$$ for beer) than mow it.
I'd let this scenario play out before going through the cost of erecting a fence. I imagine if you end up buying the parcel, you wouldn't want the fence?
