He probably made the situation worse. If he was trying to back up his truck, he was activating the brakes. If you had pulled him up with him freewheeling, the brakes would have not engaged. Or at least it seems that way to me.
You may be right, but it's probably hard to say. If he was just freewheeling you would also be pulling the entire additional weight of the Tundra along with the boat and trailer, and that would be quite a load. Probably depends on steepness of ramp, traction Tundara was getting, etc., sort of a physics problem. The best solution would be to have the pickup just pushing slightly, maybe not even in 4WD low, but either 2WD or high-range, just enough to help move itself along and take some load off the tow straps, etc.

The only thing I have to contribute to this story is my latest brush with a loading ramp idiot.

I was at Lake Texoma this summer, waiting in line to unload. A guy was in the middle of the ramp standing at the at the back of his boat. It was a narrow ramp and I waited a good bit before my anger got the better of me and I backed down the ramp between him and the fence.
Between his boat and the fence, I only had about 10 inches clearance on each side of my boat.
When I got even with him he looked at me with a GTH look and I rolled down the window and asked if he was having trouble.

He said, "NO, I've just pulled my plug and I'm waiting on the water to drain"
I'm ashamed to say that I lost it.
I yelled at him, "Then get off the stinking ramp and get out of the way, other people are waiting. This lake ain't gonna dry up because you take 10 gallons of water out of it."
He jumped in his truck and spun his tires all the way to the top of the ramp.
I was in and out in two minutes and when I was pulling back up two other guys hollered at me, "Thanks Dude! we thought that guy was never going to leave."

I'll help anybody that needs help, even a nitwit like you helped but plain stupid people like this guy...

This is sort of related regarding boats and trailers. Many years ago, I had a tow service based about 40 miles east of LA in the Ontario area. We were located along one of the major freeways going out to the Colorado river. From Memorial Day on through Labor Day we were kept busy retrieving boats/trailers that broke down on the freeway. The major cause: failed wheel bearings due to lack of maintenence after last year's boating season.
I particularly remember one fellow who lost a wheel bearing which caused his tire to wobble, which hit the trailer fender & broke it loose, which then proceeded to grind a hole in the hull of the boat. And the return trips were just as bad except the breakdowns usually involved overheated tow vehicles. Like the guy towing a BIG boat with a Corvette who came into my station way overheated. He hops out of the car wearing only swim trunks and pops the radiator cap before I could stop him. He was badly burned and passed out on my drive as I was calling the paramedics. Sadly, all the above was preventable with a little maintenence.
