I have cleaned a few out using a sears shop vac after I blow compressed air in with a wand extension. Banged it ariound a bit to loosen stuff up and vacumn out the best you can. I then put a little diesel in and slosh around and rinse out. If they had diesel in them I useally don't find all that much rust, just fine crap.
I always use a debris and water filter on my diesel fuel tank--two filters.
Sounds like you have a home heating oil tank which might be thinner steel so more likely to have some problem.
