I've had very good luck using a heavy vehicle, with somewhat over inflated tires to roll/compact loose or fill areas. With the right moisture content in the soil and shallow lifts, good compaction can be had. Also, a fairly smooth finish can be obtained if the tires aren't too aggressive.
... wish I had your "sheeps foot" for other applications though.

Stone screenings topped with 4x6 rubbermats are what we use in our barn. Occasionally muck gets under the mats and they have to get re-leveled, but my wife is happy with the mats.
Some university settings use just packed screenings (~8 inches) over gravel. The packed screenings seemingly work well, are easy to clean, drain well and you can just fill and re-pack, as necessary.
