Of course it's way colder where you are than where I am. Here, we insulate the vertical vent with a fabricated sheet metal box. This box is insulated inside, and covers the entire outside exposed vertical section of the vent . Sounds like your vent pipe (or a part of it) serves as a combustion air pipe and exhaust pipe. Don't see a lot of boilers down here. Your boiler may not be vented in a way that condensation can run down the vent pipe and get into the exhaust motor/squirrel cage

There is a rectangular sheet metal box about 6" by 6" by 16" that is installed through the wall. The 3" exhaust goes through the center of the box (lengthwise) and there is an air intake screen on the outer end of the box where it is outside. The intake air in the box is pulled through a ~4" pipe (connected to the bottom of the box inside the garage wall) to the burner on one side of the boiler, the exhaust goes out the other side of the boiler.

It's a similar set up as a through the wall direct vent gas heater. The air intake isolates the warm exhaust pipe from the wall.
