Poor brush hog performance

No, I haven't adjusted the slip clutch yet, but I will. I also noticed the hydraulics were really getting sluggish, I check the level and it was below the halfway mark on the sight glass. (I guess when I had it changed, they just didn't get it full) I ended adding about another gallon of fluid and the FEL and BB work great now. I am wondering if that would have affected the PTO performance.

I had the same thing happen with my father-in-laws rotary cutter a couple times, the slip clutch was out of adjustment and letting the cutter slow down in tall grass and not cut well.

Also check that the shear bolt is still there, as someone mentioned, there may be enough friction to spin up the cutter when not cutting anything but it will slow down when you actually start using it to cut anything.
