If they have city water but no sewage, they shouldn't pay for sewer based on their water usage. Maybe a lower flat rate.

Bruce
I agree, however, it might be argued that they are getting the benefit of not having everyone else on septic and possibly contaminated ground water. Kind of like arguing about not having children, but paying taxes for education. It benefits all to have well educated, productive citizens. By well educated, i'm not necessarily talking college.

Well we do have a lower rate. Everyone with sewerage is charged by the amount of water they use on their monthly water bill. And then EVERYONE is charged a sewerage surcharge on their yearly property tax bill.

The Oakland charge credited are line items on bi-monthly water bill.

A charge for sewer service and a charge for treatment.

I can see where billed through property tax might be different.

You nailed it!

Property tax is like income tax - you pay without question and it’s spent however the powers that be want to spend the money. You signup for property taxes when you buy the property.

Use taxes are a separate issue.

The parish officials explained it like this:
Our property tax bills are made up of many different charges. They have taxes to support the school system, taxes to support road maintenance, taxes to pay for our parks, etc. People who don't have kids in school still have to pay to support the schools. People with no cars still have to pay to maintain the roads. People who never go to the park still have to help pay for the park. People with no sewerage still have to help pay for the sewerage. Like it or not, that how life works.
Not sure I agree with this.

A person not enjoying the parks always could go enjoy them. A person without a car rides a bus (or whatever) that uses the road. Ambulances, police, etc, use the road so they benefit by the road being there even though they do not have a car.

But there is no way a person who does not have a sewer connection can get their sewage into a municipal sewer.

I could understand it if the sewer or water is available, but I would object if you live 10 miles from the closest sewer or public water and are required to pay for it. We live 10 miles from any sewer and do not pay for it. We pay taxes for big schools and we never had any kids go to the schools. We pay taxes for roads. There are some nice roads, but not near my place. The road in front of my place seems to be the worst in my county. Our road hasn't had any real maintenance in 20 years.

When my wife and I are out on a drive on a really crummy backroad in Indiana, and all of a sudden you come up on a very short section of good road in front of 1 or 2 houses, then it reverts to crummy road again, we always say "I'll bet the mayor lives there." or "I wonder who lives there?".

Could just be the road was that horrible in front of those houses and they had limited funds to replace more of it, but it's fun to think there may be corruption involved. It's a popular pastime. ;)

My philosophy:
Taxes aren’t bad, it’s how they are used.

Taxes to support schools is a fun one. Remember, those kids will be the next tax payers. We want them well educated and work for good wages to support a local economy.

When we legalized gambling casinos on boats here - it was sold using “all the taxes go to schools”. When you gamble you are supporting your schools!

Then, every $ of gambling taxes allowed $1 of money previously earmarked to schools to be used elsewhere.

Many years down the road and schools are getting roughly the same $ as before gambling.

Tell the truth but not the whole truth when trying to get approval of things seems to be the way.

Yep. We've had a rash of that as well. 800% increase in cat converter thefts over years past. It used to be theft was for scrap prices. Now, it's for resale. If your cat converter goes bad, it can cost over a thousand bucks to replace it. People "know a guy" that can get you one for $500. He takes an order, then goes out and steals one. Cordless sawsall is the tool of choice. Takes about a minute and they're gone.
Friend runs a storage facility that has large RV parking clientele.
His lot is gated and fenced.
Thieves took 5 convertors overnight.
His many security cameras caught them but with thieves wearing hoodies they could not be identified.
With battery saws alls it takes about 10 mins per cat..

Now some RV owners want to sue him just to make matters worst as they claim there RV was in his care and custody. Oh yeah, for that mere $40/month parking.
He considered guard dogs but then for sure someone would sue him over a dog bite or even PTSD form a dog scare.
Just can't win.
