We have an organic recyclying facility in the county. The mulch is free if you load it or $4.00 a yard if they load it(which usually just involves a guy with the front end loader filling your pickup to overflowing with one scoop and waving bye-bye to you with a big smile). There have been no problems with weeds, as it gets to a pretty high temperature while rotting. The only problems are that it has lots of ground up plastic bags in it, as the city residents are required to bag it. I'm planning to get several loads this spring.
