On my BL4690A that is the only function I can see it performing. It could be left off and the hoe would perform the same, but an important safety feature would be missing. No one with any common sense would ever knowingly operate their hoe with the limiter missing, hopefully.
The top arm of the backhoe that attaches to the HD top link on my
B2910 has a notch in it, that slips over the bottom pin, and a hole above that notch that the top pin slides through. When putting the backhoe on you drop the top "arm" (called a Mast Ear in the parts list) like a hook over the bottom pin, and then you slide the top pin in place.

I don't think it works like this on my
b2910. The limiter bar does nothing and the connection to the tractor is the HD top link point on the top, and the two lower 3PH arms on the bottom.
I am just trying to convey some information here and hope I don't sound like I am trying to debate anything, which I am not.
