i never done anything with the relief valve until today just took it apart thought might be something clogging it but seems to me that someone has messed with it and put a washer under main spring on bottom and let the top completely loose. what does that accomplish

Reread what I said about hydraulic circuits and valves, have a look and read here, unfortunately you are blaming others for your problems, yet you don't have the piping correct and have pulled the valve apart, most likely unnecessarily. I don't know what you have done to the valve, but you need to slow down, get a grasp of what is required and slowly work through it. The relief valve will need to be set with a pressure gauge, but the valve will need to be plumbed correctly first.

Ok so ill uncap the PB and run it to the tank also to see if i can use the hoe again if i cannot get it to move do i turn the pressure relief down to give it more pressure Thanks for advise I'll give it a try tomorrow.
One pressure line from pump to pressure side of the hoe going to the controller and a hose from other side of controller which is return to tank ,got it going to the tank the power beyond line is capped off but have tried it uncapped and didnt have enough pressure to operate the how

So unless you modify the valve body (if that is possible) you need 3 hoses to it. PB and Tank can be teed together if the hose is going unrestricted back to tank.
If you hoes moves, or tries to move, and doesn't stall/load up the engine you are on a start to a win. I expect because you have disassembled the relief it is allowing flow to relief to early, BUT A WORD OF CAUTION, this may not be the case and you may have high pressure somewhere, high hydraulic pressure is very dangerous, especially if a relief valve is not functioning CORRECTLY. Valves/pumps/hoses can catastrophically fail sending projectiles flying at high speed. Please don't play with the relief valve if you don't know what you are doing.

when i disassembled the pressure relief valve i counted the turns and reassembled it the same way very carefully and correctly as it was before i started the only thing i was checking for was junk in the valve thought it might have a clog somewhere
