Do you by chance have a parts drawing of the transmission?
I wounder if your tractor has a lever that goes into the trans and a 2 stage clutch or is the PTO independently operated by a cable like my L4400?

I have an L2350. Sometimes the PTO lever goes over but does not fully engage. Try pushing it over, pull forward or backward just a small bit with very slight pressure on PTO lever and see if it will click on over to engage. Mine has been like that since new.

the PTO is a two stage and it does go in the top of the trans. I have looked and there is nonthing in the way of it working. Do you think it could be somthing in the trans that is broken ? Is there somthing that I can do with out tacking the trans apart ?

Is it a two stage clutch? Or a two speed PTO?
I'm thinking you have a two-stage clutch (push halfway down for the gear change, all the way down for engaging the PTO) and you have a clutch problem.
I'm also guessing you didn't block the clutch over the winter...so you probably have a sticking clutch due to rust.

IF I'm correct in my assumptions, try running the tractor in various gears and engaging the PTO. If that doesn't work, you may have to split the tractor.

well I tried the shifting the geers and did not work ? I do have a two stage clutch and a two speed PTO.The fluid level is fine and changed the filter the oil is not but 200 hrs on it.

That's a dry clutch, so the transmission fluid level or age won't have much to do with it.
I'm hoping (for your sake) that someone comes up with better ideas, but I think you're going to have to split the tractor.
However, I'd take it to a dealer first...might be something they can try to break it loose.
Of course, I'm assuming your clutch is frozen by rust...might be something else altogether...
