Rotary Harrow

I had a previous post regarding best implement to use to recondition a small (1/4 mile) horse track which had been overgrown with grass. I was just at Tractor Supply and the have a 5' rotary harrow on sale for $329. Would this work well to yank the grass and condition my track? I figured I would then go around with a box blade to smoot it.
