I normally leave the equipment a little wild and woolly. A brush hog has thick metal that won't rust through quickly. It wouldn't hurt to clean out the grass and weeds before storing the mower.

I have seen riding mowers fitted with a hose connection. Connect a hose, I think with it spinning, and it will spray out the underside of the mower. You could probably braze a fitting onto your mower and try it out.

As far as rust treatments, look at some of the phosphoric acid based "Rust Converters". One of the common ones is "Naval Jelly", but there are quite a few different brands that do basically the same, converting iron oxide to iron phosphate which is supposed to be a somewhat long lasting coating. Yet, it will likely be worn off quickly in the high wear areas of the mower.
