Try using stove black. Paint will burn off and smell too. The stove black will also burn but is made to keep the stove looking black. It's what we use anyway. I think they sell it at the TSC store.

could you use stove black without baking it on or even the paint because they are taking the stove out and you can't so it when it's hot.

The stove should be cool enough to touch but it does not have to be cold. Just let the fire die down until you can comfortably keep your hand on the stove. Then just wipe it on with a rag. Try to wipe it on uniformly or it will show.

I use stove black on my Vermont Casting stove... been using it for years. I usually do it twice a year. Once after use in the spring to make it look good for the summer and prevent rust from high humidity and once during the burn period to keep it looking good. I wear rubber or disposable gloves and wipe it on in small amounts... let it dry a bit(5-15 minutes) and buff off. I use a tooth brush for the little crevasses. I would wire brush or steel wool the rust off before. You could also try a small section and go over the rust.

The stove in my auto shop picks up drips from the chimney. I wipe the water off when I see it, but the rust burns away with normal stove operation.

First, light a fairly hot fire in the stove and see how much of the rust burns off. If the area is well ventilated, enlist the help of an oily rag, judiciously applied to the hot stove top. Ever hear of stove black? That's what my grandmother used on the cook stove. She put it on hot, with a rag.

Thanks for the quick reply's I was think like some warm soapy water and then once it drys put some vegetable oil it, guess I was way off base.

From the photo, I'd say you were right on. That rust looks bad, but it will be gone in ten minutes using your approach over a warm-to-hot firebox.
