I believe it if they had a lot of headwind. I think DC-3's maximum is only 160~180mph, with efficient cruise considerably less.... C-47 ...[=DC-3] ... As they were crossing the English Channel he said he got to look out a window and below him he could see ferry boats passing them.
On the cargo flight I described and generally along the spine of the Andes, the DC-3's traveled through mountain passes. Sometimes alongside steep farms that were higher than the aircraft! I don't recall if we were close enough to see a farmer wave, but I think we only had a couple thousand feet clearance over some of the passes. Ipiales airport is at 9,700 ft and the international airport in Quito in the middle of town was 9,400ft, until they opened a new airport at 'only' 8,400 ft. The surrounding mountains are much higher. The Andean region is fascinating.
